Introduction <br />Lexcom Development is submitting this application for a new wireless telecommunication <br />facility on behalf of New Cingular Wireless PCS, LLC (AT&T) and the property owner, Calvary <br />Chapel of Eugene. The purpose of the proposed project is to fill a significant coverage gap in 4G <br />LTE technology (700 MHz) and improve all AT&T service the area. The proposed facility would <br />provide indoor, outdoor, and in-vehicle coverage within a geographic area not presently served <br />by AT&T’s high band 4G LTE technology. <br />The proposed project meets all of the City of Eugene’s criteria for siting a new wireless <br />telecommunication facility, including height, setbacks and design. (AT&T requests a variance <br />from the City’s requirement for underground ancillary equipment in light of the stealth design of <br />the equipment shed.) As shown throughout this application, AT&T’s proposal is the least intrusive <br />means of meeting AT&T’s coverage objectives.
