PH-1 Pre-Hearing Exhibit #1 <br />8.The final site plan shall delineate the Special Flood Hazard Area, identify Base Flood Elevation (for <br />the entire site or for each building), and note that development of the site will be required to <br />comply with the standards at EC 9.6707 through EC 9.6709. <br /> <br />9.The final PUD site plans shall note that construction permits shall confor <br />geotechnical analysis. <br /> <br />10.The final PUD plans shall note that all on-site utilities will be placed underground consistent <br />with EC 9.6775. <br /> <br />11.The final PUD plans shall note the requirement that, at the time of development, all <br />stormwater <br />2008 Stormwater Management Manual. All stormwater <br />facilities shall be located outside the public wastewater easement along the east property line. <br /> <br />12.-site stormwater management facilities will be privately <br />owned and operated. An operation and maintenance plan will be developed consistent with <br />will be recorded, during <br /> <br /> <br />13.Prior to final PUD approval, the applicant shall obtain from the property owners of Tax Lots <br />500, 5600, 5700, and 10100, an easement abutting the proposed structures on the subject <br />property that are located less than five feet from the interior property lines (i.e. the garages, <br />carports, and wall along the west property line, and the portion of the wall and Building 6 <br />abutting the south property line). The easement shall establish a 10-foot no-build zone, for fire <br />code purposes, and, for at least the first five feet abutting the common property line, rights for <br />the development to access and maintain the backside of their buildings. Alternatively, if the <br />applicant is unable to obtain these off-site private easements from the adjacent property <br />owners, then the final PUD plans shall show all structures setback at least five feet from the <br />property lines. <br /> <br />14.The final site plans shall note that compliance with the following development standards will <br />be determined more precisely at the time of building permit review: <br />a.Landscape Standards beginning in EC 9.6200 <br />b.Garbage Screening contained in EC 9.6740 <br />c.Bicycle Parking Standards contained in EC 9.6105 <br />d.Outdoor Lighting Standards contained in EC 9.6725 <br />Consistent with EC 9.7330, unless the applicant agrees to a longer time period, the Eugene Hearings <br />Official shall approve, approve with conditions, or deny a Type III application within 15 days following <br />close of the public record. The decision shall be based upon and be accompanied by findings that <br />explain the criteria and standards considered relevant to the decision, stating the facts relied upon in <br />rendering a decision and explaining the justification for the decision based upon the criteria, standards, <br />and facts set forth. Notice of the written decision will be mailed in accordance with EC 9.7335.
